Hey guys:

Looking for some clarification on timing that I haven't been able to find in the rules or faq. In regards to timing, what is the relation between 'Use at any time', 'Use at the start of the round' and 'Use during the round'. What takes precedence? What break ties? If a round starts and I want to Delver Sergeant and my opponent wants to EB, who goes first? Just trying to get some of these little timing issues straightened out.

All this stuff is covered in either the Rule Book, the Errata or the Comprehensive Rules.

Use at the start of round has to be used at the start of round.

If two or more champions want to do something at the same time, they go in order of lowest champion rating first. (Do a search for the word "lowest" in the Comprehensive Rules and you'll see what I mean.)
