When using a weapon as an implement, in this case Lightning Lasso from the Swordmage class, does Weapon Focus come into play for damage?

I know it wouldn't if the wepon being used is not under the weapon focused group but what if it is?

Longsword +1
Damage: 1d8 (weapon) + 4 (Intelligence mod) +1 (enhancement bonus) +1 (feat bonus - does this apply?)

No reason it shouldn't. If the implement falls under the scope of the weapon-enhancing feat it should benefit from the feat even if it's being used concurrently as an implement.

The same scenario should apply to wizards using a staff implement who choose to take weapon focus.
